From September 15 to 17, 2025, the International Forum «Cybersecurity and Artificial Intelligence for the Global South» will be held in the Republic of Equatorial Guinea, in the capital district of Djibloho (mainland part), at the Grand Hotel Djibloho. The forum is supported by the Administration of the President, the Ministry of Finance, the Ministry of Technologies, Digital Communications, and Artificial Intelligence of the Republic of Equatorial Guinea, and the Central Bank of the Economic and Monetary Community of Central Africa (BEAC).

The forum is actively promoted at the national level, with personal support from the President of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, who previously, in September 2024, held negotiations with Russian President Vladimir Putin.

In an interview with the «African Initiative», the President emphasized that Equatorial Guinea is ready to become a venue for large-scale international meetings, including the «Russia-Africa» summit, and expressed interest in opening a Russian bank and joining BRICS. The President noted that African countries support strengthening cooperation with Russia, and holding events of this scale is an important step towards digital sovereignty and economic convergence of the Global South countries.

His Excellency, the President of the Republic of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, positions this event as a Forum for the States of the Global South, i.e. in this case, Equatorial Guinea is a convenient (in strategic terms), interesting and friendly location for hosting representatives of relevant organizations in Africa, Venezuela, Vietnam, Russia (primarily), China, India, Indonesia, the Middle East and the CIS, where the participants will be the President's dear guests.

Main purpose of the Forum

The main goal of the Forum is to present non-Western concepts of cybersecurity aimed at protecting the banking, payment, and telecommunications sectors, and at the same time jointly develop a win-win strategy to ensure Africa's digital independence and equal dialogue with European partners.

On the African side, participants in the Forum will include the Central Bank of the Economic and Monetary Community of Central Africa (Central African CFA franc zone), the Administration of the President of the Republic of Equatorial Guinea, the ministries of finance and digitalization of the COBAC countries (Equatorial Guinea, Cameroon, Republic of Congo, Gabon, Chad, CAR) and Angola, the African Development Bank, the African Export-Import Bank, systemic commercial banks, and IT integrators of the Central African states. 

Participants

From the Russian side, representatives of Rosatom State Corporation, PJSC Rostelecom, the Bank of Russia, commercial banks, IT and fintech vendors, cloud service and technology providers, investment funds, PJSC Severstal, PJSC Gazprom Neft, PJSC NK Rosneft, the Federal Agency Rossotrudnichestvo, and other relevant participants are invited.

From the People's Republic of China, representatives of the China International Development Cooperation Agency (CIDCA), the United Nations Fund for South-South Cooperation (UNFSSC), the Asian Infrastructure Investment Bank, BRICS Bank, Asian-African Fund, Huawei Technologies Co., Shenzhen Gooxi Digital Intelligence Technology Co., JIAN TCP Ltd, and others are invited.

Profile participants from the Middle Eastern countries, West African countries, Vietnam, India, Indonesia, and CIS member states are also invited.
